Five year housing land supply - Christchurch
Planning Policy Statement (PPS) 3 Housing requires all planning authorities to produce a five year housing land supply assessment. This has to demonstrate an up-to-date five year supply of deliverable housing sites as of 1 April 2010.
The five year housing land supply document identifies specific sites which Christchurch Borough Council considers are likely to contribute to the delivery of the five year provision. The results set out in the most recent supply document (base date 1 April 2010) indicates that Christchurch Borough has a housing supply of 578 units (116 per annum) between 2010 and 2015. The methodology used is explained in the document.
The figures are assessed against housing requirements set out in the Structure Plan and the former SW Regional Spatial Strategy Proposed Changes July 2008 which proposes 3450 new dwellings in Christchurch (173 dwellings per annum) between 2006 and 2026. Although an announcement was made to revoke the RSS in July 2010 following the election of the Coalition Government in May 2010, the draft RSS was the relevant emerging policy at the base date of this survey - 1.4.10. Next year's survey will assess against relevant local housing targets, which will be the emerging housing options coming forward in the Christchurch and East Dorset Core Strategy.
The council is currently conducting a Strategic Housing Land Availability Assessment - Christchurch (SHLAA) to inform future five year supply documents.
The five year housing land supply assessment will be updated annually and the evidence will inform the development of housing policy in our Local Development Framework. It will also be a material consideration in assessing future housing applications.
