Our evaluation approach

Our evaluation approach looks at three key aspects of programme developments and initiatives.

Contexts – the external and internal environments that might have a bearing on the project's success and impact on its target populations and other stakeholders.

Mechanisms – the delivery structures, processes, systems and activities designed to work towards and deliver the project's aims and objectives.

Outcomes – the impacts and differences that the project has made to target populations and other stakeholders, including the project partners.

Information from these three aspects is being gathered over phases one to four of the evaluation by a variety of means including:

  • One-to-one interviews with POPP staff, POPP partners/stakeholders and recipients of POPP interventions, services and projects.
  • Stakeholder surveys
  • Group discussions (e.g. governance groups)
  • Performance data (e.g. health data and statistics)
  • Desk based research (e.g. for contextual information on local quality of life)
