Children and young people's safety policy in libraries
As responsible agents working with children, it is important that your libraries create safe community spaces and take the issue of child safety seriously.
Information displayed in libraries
In order to emphasise the need for parents to supervise young children in the library, signs are displayed reminding you of your responsibility, saying "In the interests of safety, parents and carers are advised not to leave young children unsupervised in the library".
It is helpful to supply children with the information they need to ensure their security, therefore details of Childline and the NSPCC Child Protection Helpline are displayed.
Organised activities for children on library premises
No child under five years of age should be left for events, you, as parent/carer or responsible older sibling should stay with the child at all times.
The following considerations are also made:
- Suitable numbers of adults to supervise the event
- General health and safety considerations such as equipment conforming to safety standards etc
- Obligations under the Disability Discrimination Act are considered. In providing services we do not discriminate against any person on grounds of disability and take reasonable steps to allow disabled children to use the service
- First aid arrangements: a first aid box complying with the Health and Safety (First Aid) Regulations 1981
- Maximum attendance figures are determined based on staff, space and the type of activity. We comply strictly with the requirements of the library's fire certificate and any recommendations or requirements of the fire authority and the premises' insurers
- Parental permission will be sought and signed prior to a child's photograph being taken by the press or for library use
Evacuation of libraries
A poster clearly displaying the location of the library's assembly point is displayed in the library. We are familiar with procedures to ensure the safety of children in the event of the evacuation of the library, and are aware of any requirements imposed by the fire authority.
Adults in library areas designated for children's use
Children's library areas are clearly signed as designated for the use of children, their parents and carers. It is important to remember that adults will use a children's library to get information, borrow or return material and to supervise their children. However we are watchful of adults acting in ways which may threaten a child's safety and be responsive to a child's concerns. An adult in a children's library area, but not seeming to use it, will be offered seating in the adult library, or help in finding the information they require.
An adult may approach a child in the library via the internet. It is our responsibility to ensure an acceptable use policy for internet use is in place and publicised. The Children's Netiquette Policy "Be webwise" which advises children against giving out their personal details is also displayed next to each young persons terminal.
Outreach visits
During a library outreach visit to another organisation the responsibility for supervising the children is the responsibility of the organisation being visited. At least one member of staff from that organisation should be present at all times.
Surveying and consultation
During consultation with children, we are aware of guidelines regarding talking to children as per the Children's Plus survey.
Dealing with unacceptable behaviour
If we witness a child being bullied or a child complains of being bullied, then this is not acceptable behaviour. We have a duty to do whatever we can to stop it. There are posters displayed in libraries which indicate the responsibilities of us and our customers.
Libraries should be places where children can feel safe.
