Complaints about mineral working or waste disposal operations

How to check whether quarries and other minerals developments or waste management sites, such as landfills and waste transfer/recycling centres, are operating in compliance with planning controls.

If you are concerned that development may be taking place without planning permission or that conditions attached to a planning permission may be being breached (or that there may be some other breach of planning control) the county council operates a system for logging such complaints and queries and ensuring they are investigated. This also enables officers to follow up their investigations, by letting you know their conclusions - and what action is being taken as a result. If it is concluded that no action is required or necessary in any particular case, the reasons for this conclusion will also be logged.

In the case of minerals and waste developments, the Minerals & Development Control Group carries out periodic monitoring for compliance with conditions. It is also responsible for advising on any related enforcement action required in the public interest.

We will need to know the following:

  • The nature of the development or operations that you are concerned about
  • The location(s) involved
  • Whether those operations have ceased - or are continuing (especially where it involves development causing disturbance to residents, harm to amenity, pollution or risk to human health)
  • Basic details of the complaint or concern (including details of the date and times of day when it was observed and, where complaints about times of operations etc are involved ;vehicle registration numbers;

(if known) the name of the operator(s) and/or landowners involved;
Your name, address and a telephone number where you can normally be contacted during the working day (to enable officers to follow-up, if you want to be updated on the outcome
