    A: Local authorities have a power to do this by Traffic Regulation Order, but only for certain reasons. If it is done for a third party the costs are usually re-charged, which can be over £1,500 due to mandatory newspaper advertisements.

    A: Traffic Regulation Orders (TROs), are legal orders applied by local authorities to restrict or exclude the use of rights of way to certain traffic. They can be temporary or permanent, and can be applied for various purposes. Contravention of such orders is an offence.
