Community Travel Exchange (CTE)

Could your community host and manage a pilot project to reduce the need to travel and improve access to services in rural Dorset?

What is a Community Travel Exchange (CTE)

A Community Travel Exchange (CTE) combines the delivery of inbound mobile services with improved co-ordination of outbound travel.  This means bringing more services into communities, so people don't need to travel to them, and looking at ways to improve public and community transport and car-sharing.

Background

In Dorset, transport services face two huge challenges: the imperative of reducing carbon emissions which contribute to climate change; and the need to deliver services more efficiently to make fewer resources go further. The CTE is a way of addressing those challenges. 

What can be provided?

The money can be used to pay for anything that will help people adopt more sustainable travel behaviour.  This could include among other things:

  • Small capital projects for example refurbishing or equipping a building or office space, cycle shelters or parking, or a car club car
  • Revenue costs for example administrative or printing costs, high speed broadband
  • Improved public transport infrastructure and information

Dorset County Council officers will be available for advice, support and help on practical matters, such as budgeting, marketing, monitoring. 

What will communities need to provide?

With support from County Council officers, communities will manage, administer and promote the CTE themselves and will also be responsible for monitoring the effectiveness of the CTE in changing people's travel behaviour.  This means carrying out some surveys before the CTE is up and running and also afterwards, to measure how travel changes over time.

How will proposals be assessed?

Proposals will be principally judged according to three key criteria:

  • Reducing the need to travel
  • Improving access to services
  • Cost effectiveness
