Membership 

The committee has an annual scrutiny programme, which sets out the areas to be considered at each meeting.  Items in the programme include important areas for review identified in the council's Corporate Performance Plan, items identified by the Executive Committee, issues arising from performance monitoring data, inspection reports or satisfaction surveys or items requested for scrutiny by other committees or members of the council. 

The committee's role is to prioritise the issues identified in order to maintain the council's focus on what matters - items identified for scrutiny must be in line with the council's corporate objectives and provide improvements for the council and the community.  The scrutiny programme is reviewed at each formal meeting of the committee.  View a copy of the Efficiency Scrutiny Committee Programme (pdf, 45kb) (opens in a new window)  here.

The Efficiency Scrutiny Committee meets on a formal basis five times a year to consider the scrutiny programme, reports following task and finish scrutiny reviews by members, reviews by the Management Team and post scrutiny monitoring reports.  Formal meetings are open to the public.  In between these meetings, the committee splits into two groups in order to meet on an informal basis to carry out in depth, task and finish scrutiny reviews.  These meetings are not open to the public.

To support group working, as well as a Chairman, the committee has appointed two vice-chairmen to each lead a scrutiny review or separate elements of a large review.

Following a review, a report is produced, setting out the review findings. The scrutiny reports are presented to a formal meeting of the committee for consideration with recommendations to the Executive Committee on a way forward.  The Chairman of the committee is responsible for presenting scrutiny reports to the Executive Committee.
