At the national level the Government, through the Department of Communities and local government, issues guidance in the form of planning policy statements and circulars.
National policies are also laid out in Minerals Planning Statements and Policy Guidance Notes (MPS/MPG) and Marine Minerals Guidance Notes (MMG).

The Planning Portal is the UK Government's online planning and building regulations resource for England and Wales. Planning Aid
If you need advice on planning matters you may be eligible for "Planning Aid". Planning Aid provides free, independent and professional help, advice and support on planning issues to people and communities who cannot afford to hire a planning consultant. Planning Aid complements the work of local authorities but is wholly independent of them. In most UK regions Planning Aid is run by the Royal Town Planning Institute (RTPI, a charity registered in England 262865 and Scotland SC 037841).
