Preparing a planning obligation
Details on how to prepare a planning obligation in respect of applications for residential development only.
Planning obligations for financial contributions only
This section refers to residential development which attracts financial contributions only and where no other covenants are required.
The council has prepared a template for your use in order to help produce the Planning Obligation. The Obligation consists of two parts, the first part being the body of the agreement and the second is the covenants, which detail the payments to be made. The first part can be found on the right of this page entitled "Planning Obligations Template for Financial Contributions". This can be either completed electronically and printed or filled in by hand.
For the second part you need to calculate the required contributions using the
planning contribution calculator (opens in a new window)
which will produce a document showing the total contributions and how they are broken down. At the end of this document you will see an option to "Generate Third Schedule for Planning Obligation". This is an automatically generated document which you simply print out and attach to the rest of the template.
There are instructions and a checklist within the template for your guidance.
Planning obligations for non-financial contributions
This section refers to development which attracts non-financial contributions such as tying agricultural land.
The council has prepared a template for your use in order to help produce the Planning Obligation which contains some example covenants. The template can be found on the right hand side of this page entitled "Planning Obligations Template for Non-financial Contributions".
