Silton Wind Park Planning Application - 2/2010/0731/PLNG

The applicant has submitted an appeal to the Planning Inspectorate against NDDC's decision to refuse the application to erect 4 No. 120m high wind turbine generators, construction pads, substation, temporary construction compound, information board and modify vehicular access at land between West Bourton and Whistley Farm, B3081 (Gillingham to Wincanton), Silton / Gillingham.

Public Inquiry

The Secretary of State has appointed an Inspector to determine the above appeal and a Public Inquiry will be held in The Stour Hall, The Exchange, Old Market Hill, Sturminster Newton, Dorset, DT10 1FH. The Public Inquiry will begin at 10.00am on Tuesday 28th February and will last for 5 days.

Please note that although there is parking available at or near the venue, it is limited.

The Secretary of State directs that any person who previously submitted written representations to the Local Planning Authority concerning the proposal at application stage may attend the Inquiry and, at the Inspector's discretion, give their views. Decision

Following the Development Control Committee meeting on 1st March 2011, officers have reviewed the grounds for refusal in conjunction with its landscape consultants as well as with Counsel.

The Development Control Committee which met on 15th March 2011 resolved to refuse the application for the following reasons:

1. The proposed development by reason of its location, height and overall appearance within an area of undeveloped countryside would result in an adverse effect on the surrounding landscape character and public views of the countryside that is considered to outweigh such benefits as can be attributed to the proposal contrary to RPG10 RE6, Structure Plan Environment Policy F, Local Plan policies 1.8, 1.33 and 3.12 and PPS7;

2. The proposed development by reason of its appearance, character and proximity fails to preserve or enhance the settings of nationally recognized historic buildings situated at Silton contrary to RPG10 RE6, Structure Plan Environment Policy Q, Local Plan policy 1.23 and PPG15 which is considered to outweigh such benefits as can be attributed to the proposal;

3. It is considered that the proposed layout, the overbearing and dominating height of the proposed wind turbines would fail to satisfactorily take into account, and minimise, adverse effects on the visual and residential amenities of properties including businesses within the vicinity of the application site contrary to Local Plan policy 1.8 and Implementation Policy D of the Bournemouth Dorset and Poole Structure Plan and PPS7.
