What is a travel plan?
A Travel Plan is a package of measures to assist in managing the transport needs of an organisation. A successful Travel Plan will offer users of a business or organisation a choice of travel modes to and from the site and encourage more sustainable patterns of movement, especially by reducing reliance on single occupancy car travel. Local authorities are encouraged to promote the use of Travel Plans to assist in wider aims of combating climate change, reducing pollution, improving health and reducing congestion and improve health.
When are travel plans required?
Certain new developments require a Transport Assessment as part of the planning application process. This determines the additional car journeys that will be generated by the proposed development and how these can be mitigated. The Travel Plan is an essential component of the Transport Assessment. It comprises mitigation measures and targets for the reduction car journeys and a travel mode monitoring regime. All of these must be agreed with the Highway Authority.
